Currently, when I can define only roles in PBI desktop. If we can find a way to define Role membership (who belongs to which role) in PBI desktop that will also be great

Besides the convenience of being able to configure RLS in a single place, this would be nice because it would allow the "Contributor" role to configure RLS. Today, Contributors in Power BI can define roles in the PBI desktop file, but then cannot assign anyone to those roles since that is done in the Security settings in the PBI service, which Contributors cannot access.
Basically, Contributors (content creators) should have the ability to configure RLS without having all the rights afforded to Members.
