I am working with reports that use different datasets (Excel worksheets and database tables Oracle and Mysql) but the RLS is common for all them. I suggest the implementation of a routine on PowerBI Desktop and on the on-line version to copy the RLS roles between reports and datasets.
Power BI Desktop has since January had support for "SQL Server Failover support" (robably Always On). But this is not supported from Power BI Service using a Power BI Gateway. I don't know if there's a change needed in both the Service and the Gateway, but that's for Microsoft to sort out Addin...
