Formatting tooltips

Is there a way to format tooltips as well? To display values in tool tip such as thousands, or millions or billions

For visuals that show %s in tooltips such as 100% stacked charts and pie charts etc, I would like to be able to change the decimal places for the % shown. As far as I can tell there is no way to do this and you can't create a measure for this as PBI does this calculation automatically.

Surprised there are not more votes on this. I agree. I also found that tooltips don't always show up in the order shown in the designer/setup/field area.
