If you try to publish a report that is named the same thing as another report but the one published is import and the new report is live connect, then it will not replace the first dataset. When publishing it's more like Power BI "updates" the dataset. If you want to truly replace a dataset with another dataset that is direct query over an import, then you'll need delete the first dataset. Recently had an issue with this at my company. There is an interesting distinction between "update" and "replace." When Power BI says "replace" it should actually replace.

RE: Publishing a Power BI dataset should *actually replace*

It is odd that when publishing and selecting 'overwrite dataset' any remnant of the dataset currently there persists in the PowerBI service.
