Make Power BI Report Builder render pages in "report view" and "print layout" the same (RDL vs PDF)

Hello,

It seems strange that "Power BI Report Builder" that should be the "pixel perfect" report builder as Microsoft states in "DA-100" class, will render pages differently when in "report view" and "print layout".
As long as in the report definition I set the "Report Properties"\"Page Setup" to a certain size, I expect that when rendering, the header/footer display the correct information - especially the page number.

A simple test, using the step by step instructions from here: da-100-13a_instructions.md (https://github.com/MicrosoftLearning/DA-100-Analyzing-Data-with-Power-BI/blob/master/Instructions/Labs/da-100-13a_instructions.md) will render a 43 rows on Page 1 in "report view" resulting a 2 page report, but in "print layout" will render 27 rows on Page 1 resulting a 3 page report.

In other Microsoft applications, l like Word, if switch to a "web view", at least will not show header/footer with confusing information.

So, is it possible to make RDL/PDF rendering "closer" to each other in Report Builder?

Report Builder Page Header whitespace reclaimability needs fixing  Bug report submitted, please up vote.
