Requirement:
Allow a report designer to exclude a visual from tab order / not having a tab stop. Provide a "included /excluded in tab order" visual column in the Selection pane / "Tab order" tab. This could be similar to the visibility selector in the "Layer order" tab

Explanation:
While typically report visuals are used to display data and should be in the TAB order (and have a Tab stop), certain visuals like shapes, images and even text boxes can be used to create visual separators, show non-essential graphic content or provide colored background regions. The report designer should have the option to exclude those from the Tab order and by that not having a Tab stop.

RE: Allow a visual to not have a Tab stop

You can already do this, but it's not 'discoverable' enough.

See https://powerbi.microsoft.com/en-us/blog/power-bi-desktop-december-2018-feature-summary/

"You can also mark something that should be skipped in the tab order by hovering over the number and clicking the “Skip” icon. Once you mark something to be skipped, it will never be in the tab order, even if it is visible on the report. If you have a lot of shapes on your report for purely decorative reasons, it might be a good idea to skip them."
