Control visual layer order/tab order via Measure (z-order control)

Controlling the visual layer order / tab order using a Measure. This is called z-index or z-order in style sheets for web pages and objects on the page.

Currently, the only control we have in Power BI is by dragging or moving elements in the selection frame up or down. If there was a way we could dynamically change this order using a Measure, it would allow some reports to evolve to another level of interaction and usage.

There are times when trying to hide a visual by using another one, then based on a selection, making the top visual transparent... but then it blocks the bottom visual from interaction. Using dynamic layer order, instead of making transparent, we could just send the blocking visual to the bottom!

I am surprised this is not already a feature, and have struggled extensively with coming up with workarounds for problems that would be easily solved with this

Power BI really needs this feature!! This is possible today via bookmarks that turn layers on/off in the Selection pane. However, the only way to execute the bookmark is via a button, not a measure.
