When using the standard Power BI Scatter Chart visualization, you can click on data points in the chart or in the legend to filter other visualizations that are in a given report. Unfortunately, you are not able to use the play axis for this type of filtering/interaction. There was a forum post on the community site that discusses that this is not currently possible with the standard scatter chart. (http://community.powerbi.com/t5/Desktop/Is-it-possible-to-update-a-card-visual-based-on-a-Play-axis-in-a/m-p/49737/highlight/true#M19847)
This proposed feature for the scatter chart visualization would assist in being able to tell my story, as my supporting visualizations would be filtered and I would not be required to switch between reports and be able to provide all the visual information at once to my audience. It would provide a method for supporting analysis where you could provide a descriptive note via a Card visualization to go alongside the scatter chart to help explain the trending shown during that given "play" movement.
Currently, if a page or report level filter is used with the play axis column, you end up filtering all the visualizations, including the scatter chart. With this feature request, the scatter chart would include the entire play range and your other visualizations would filter based upon the current value of the play axis in the scatter chart.

RE: Scatter Chart - Allow for Play Axis Value Interaction/FIltering
Yes, I would really love to see such a capability available! Too bad it looks like other people didn't for like 6 years ;(
