The whole Fiscal Year/Quarter concept doesn't seem to be fulfilled because the "Fiscal Year Start" option only sets the year start month but the Fiscal vs Calendar date mapping isn't really implemented.
For example, Fiscal Year 2019 should be start from Calendar Date April 2018 up till March 2019.
Calendar Date - Fiscal Y - Fiscal Q
April 2018 - 2019 - Q1
May 2018 - 2019 - Q1
June 2018 - 2019 - Q1
July 2018 - 2019 - Q2
Aug 2018 - 2019 - Q2
Sept 2018 - 2019 - Q2
Oct 2018 - 2019 - Q3
Nov 2018 - 2019 - Q3
Dec 2018 - 2019 - Q3
Jan 2019 - 2019 - Q4
Feb 2019 - 2019 - Q4
Mar 2019 - 2019 - Q4
April 2019 - 2020 - Q1
May 2019 - 2020 - Q1
June 2019 - 2020 - Q1
..... and so on.
