If one project you have selected the Lock objects option from View panel, and you save the project, keep it selected next time you open the project.
On the November update, each time you open Desktop, this option appear deselected.

Agreed - the 'lock objects' switch needs to be persistent when you save/re-open the report.

Much Needed feature for sharing Power BI report files offline

Would be very nice for the ability to save the Lock Objects into the report itself.
I know it makes it "harder" to sell the online service if people just share offline files.
But honestly we both know that isn't the reason that you would want to upgrade to the cloud
