Needs VotesComms going out to external users even if Send email notification is unflagged

I understand when a report is shared with external users an email notification is sent appropriately, but it don’t make any sense why do we need to send an email, when the user is specifically unchecking “Send an email notification” option.
This need to be fixed, its simple...
if we have "Send an email notification" selected, an email should be sent.
if we have not selected "Send an email notification" option, an email shouldn't go to external user, as in case of internal users.
this will not flood inbox of external users unnecessary.
Kindly look into a scenario, where we have a summary report, with all required links. I don't want users to get email notification for each report that is having links on summary page.
Please improve the expected behavior.

This feature would be important, especially if Power BI is embedded into a web portal. Especially as the authentication process can take some time. The user tries to login before he or she is getting the rights to do so.

The idea of embedding a report into a web portal would lose its value if providing access to the report triggers Power BI notification alerts to external users. This renders it extremely unhelpful.
