Standard user should not be able to install Personal Gateway. This should be part of Tenancy setting. So if required, organisation can restrict this setting
The impact of allowing this is that business user are able to connect to data sources and share data outside of data governance which doesn't comply with information security policies.
Our client, has policy to restrict standard user to install and run any exe files. However this doesn't work with Personal Gateway

Per the documentation (https://docs.microsoft.com/en-us/power-platform/admin/onpremises-data-gateway-management), only enterprise gateways can be blocked in Power Platform. There is still no solution for blocking personal gateways. (I have tested this with several of my users.) There has been a very similar idea for blocking personal gateways since late 2017. (See https://ideas.powerbi.com/forums/265200-power-bi-ideas/suggestions/32352451-approval-process-for-gateways-prevent-personal-g.) Has anybody found a workaround for this?

You should be able to do this via Power Platform Admin Console

As a Power BI administrator I don't want end users installing and configuring Personal Gateways. Please can an option be created to restrict who can install and configure Gateways.

Please allow specific AD group in the organization to install and manage On-Premise gateways. Not by default for everyone with admin rights. This is a key enterprise feature.
