This is essential, right now there is no way to control what datasets are created by data analysts. There needs to be a way for data engineers and curators to govern a set of available datasets for the data anlaysts to use.

This will get flagged I'm guessing, but the Tableau 10.3 roadmap has plans for a data source governance/search utility to help identify and manage common data sources and utilization so end users and admins alike can search the enterprise implementation to see if the same dataset is already in existence and how it's used.
I think this request could be broadened to cover meta-data management for data sources and be hooked to the Azure Data Catalogue for better organizational transparency.

Does this include the following? (a) Ability for business to manage access to the data source; (b) Ability for business to monitor and audit the usage of the data source, down to an individual report consumer level.

This is very important if Power BI is to take off for many enterprises. Most are still quite wary of self service BI- they would like some control of their data, and their BI, rather than a proliferation of versions of the truth. Collaboration portals like SharePoint can help to put some governance around self service BI, and in Office 365 we had the ability for BI stewards to rubber stamp uploaded queries. Get this right, and the enterprise will take on Power BI as opposed to Tableau or Qlik.

This is critical. At this point, if a user deletes a dataset, all reports connected to the dataset are deleted as well, and all dashboards become inoperable. As far as I can tell, there is no undo capability or any way to recover the deleted items.
