Collaborate/Share Dashboard's alerts and Report's subscriptions with other users

Enable a feature to apply alerts and subscriptions globally (workspace-level) instead of user-level only so other users can see, edit, collaborate and share them. This is mainly for admin and maintenance purposes:

1. When you create a Dashboard alert, it's visible to you only. If another user wants to edit thresholds, delete or create advanced configurations through Power Automate is not possible (they must create their own alerts or reach you to edit them)
2. When you create Report subscriptions, it's visible to you only. If another user wants to modify the email's subject or body, add or remove a user to the recipients, edit the frequency, etc. is not possible (they must create their own subscriptions or reach you to edit them)

These user-level functionalities won't allow other users to interact with the already configured alerts and subscriptions because only the owner user can edit and maintain his/her own alerts and subscriptions
