"Pin" privilege without "Edit" rights

We're operating in an environment where the majority of Power BI reports are developed, deployed, managed and secured by technical resources often targeting audiences of 500 or more users. We see great value in users being able to pin report visuals to personal dashboards, but have recognized limitations in both the Workspace and Content Pack deployment models when it comes to "pinning".

• Workspaces - In order for a member of a workspace to pin a visual from reports published into a workspace, they must be provided "Edit" privileges. While this allows for the ability to "pin", it also provides the ability to edit and/or delete reports from the workspace impacting the experience of all other workspace members.
• Content Packs - Once installed, users of a deployed content pack are in a "read-only" mode without the ability to pin UNLESS they make a copy of the assets into their own workspace. While it is true that they CAN pin from their copy, it's adding an extra layer of complexity. As future revisions to the content pack are published, users are notified, but still must go through the extra effort of reinstalling the content pack to obtain the updates solely for the benefit of being able to pin visuals.

Ideally, an additional privilege should be made available for both deployment models that would allow the owner to specify whether or not members have the ability to "pin" contents to a dashboard without having to compromise between "usability" and "manageability".

+1, have been waiting for two years in hopes this would get attention. Dashboards are basically useless for most of our users because of this. I'm seeing at least 7 disparate Ideas threads on this.

Similar environment here where we primarily build standard org-wide reports for read-only users, but pinning would be useful so they could create their own personalized dashboards of filtered visuals from a report in any app or workspace. Any update on this? There are a number of disparate ideas threads on this topic.
