In April 2022, the product team announced the subscription management was available for workspace admins.
Subscriptions created from a workspace's app are evidently not supported, and nobody from the product team ever thought to mention this. They still haven't responded in the announcement blog post. They do not seem to care at this point.
Subscriptions created from a Workspace's app must be manageable by the Workspace's admin.

This visibility of and ability to manage subscriptions by workspace admins needs to work for Power BI Apps. The functionality introduced last year is useless for most of our users/subscriptions because the subscribe via Apps. .
Also adding Frequency (recurrence) of the subscription would be more useful.
This absolutely needs to be fixed ASAP. As an admin, it does me NO good to be able to see subscriptions created on a report in a workspace and NOT be able to see subscriptions created via the app interface. Are we supposed to be using apps, or no...?
Absolutely, oftentimes users create subscriptions for other users. The owner of the subscription is on holiday or leaves the organisation the subscription cannot be edited by the admins. However, this works on subscriptions in reports for the workspace itself.
It would definitely make this a more complete solution.

We're happy to announce improved management capabilities for subscriptions created in apps! If you're assigned the admin role in the workspace associated with an app, you'll be able to view and manage all subscriptions created for content in the workspace as well as the app.
