Microsoft sell E5 licences as enterprise ready but the bundled Power BI Pro is not an enterprise product. There are so many features only available with a premium licence that even with an E5 licence an organisation would need to buy aditional premium licences to actually deploy Power BI as an enterprise product.

A certain number of nodes should be given to an enterprise within ranges of E5 licenses. For example, if over 50 employees, 1 premium node and if over 200 employees 2 nodes. This should be in addition to the existing pro licensing. Of course any company that needs more nodes could purchase them. This would help fully get an enterprise to develop using Power BI without having to stop for the initial cost analysis then scale up as needed.
