In Power Maps, when using the Bubble visualization, you can set the bubble size of each entity to, say, sum of Sales. When you zoom in/out all bubbles resize relatively to other bubbles.
There is no way however to size the bubble based on distance i.e. by assigning a radius in miles/meters.
Business case: What is the 5-mile Risk Concentration at specific locations (points)? I need to display bubbles:
a- centered on specific points
b- with color-gradient based on risk level
c1- with a radius of 5-miles -- no matter the zoom level
c2- or with each location having its own radius -- e.g. based on, say, population density at that location.

Yes. When the bubble size is specified, the result appears to be a ranking of the underlying data. The size itself is not taken into account. For example, if your data has sizes of 1, 1.4, 1.7, you get radii of 1, 2, 3, which gives areas of 1, 4, 9 - completely disproportionate to the underlying data.

I agree. I've resorted to using the Mapbox map instead of the Map in PowerBI because the bubble size is simply to large. We are a large university plotting where our alumni are located and would much prefer a pinpoint or tiny bubble size rather than the large size it is now.

In addition, we would like to control the size of the bubbles, today by default the smallest size is more than a pixel so the data representation (for very small values) by size of bubble is misleading.
