Hide "Create a Workspace" button for end users if, "Create Workspaces" is disabled for all users in admin portal > tenant settings> workspace settings > create workspaces

In our organization we had disabled settings for end users to create there own workspaces. If they need any workspaces to publish any report they need to use internal support page for requesting support team to create a workspace for them.

We recommend to hide this "Create Workspace" button for end users as this has been disabled already by power bi admins. If not in the pop-up screen that prompt for end users which redirect to Microsoft support page, we want to customize this message as per our need and link to our internal support page instead of linking it to Microsoft documentation.
