I can understand the need for Pro license for users who need to create and publish reports. However I strongly disagree that users should need a Pro license for simply viewing the reports.
The previous model was so much better that way where in users with Free service could still view the reports and apply filters.
This new model is making us migrate away from Power BI and explore other BI tools.

Shane Wu - Thankyou for expressing the pain I've been feeling trying to evaluate Power BI for our organisation. We're in almost the exact same boat, and frankly we're starting to look elsewhere despite being an almost exclusively Microsoft shop.

Microsoft has not been taking this topic seriously, and if they wish to show that they value user input, then they need to.
For us, the issue is less about the pricing and more on governance. We are a mid-size organization with a combination of Office E3 and E5 licenses. E3 users that are members of groups/workspaces should by default have Power BI view access, but instead we are forced to grant them E5. In doing so, this also gives them the ability to publish their own Power BI reports, not to mention overwrite existing reports.
At least make it so that it's viewable in SharePoint and in Teams. This limitation makes zero sense, considering that Excel uses the same data prep engines and can easily be shared via SharePoint without additional licensese.
This unfortunately forces us to adopt a stronger process-driven governance, when a simple granting of view access would have done the job.
If it weren't so well integrated with Office 365, we would have chosen a different BI tool altogether.

Same here. We have 200 emplyees who i would like to distribute af monthly Power Bi report to. But thats not going to happen with the current license policy.
We are already paing Pro License for 36 users (owners) but we will not expand that to 200 at the current license policy. A "light" version at a much lower Price is needed.
