Similar to the function to filter a report using query string parameters in the URL except you will be able to create a link with specific slicer values.
This improves on the filter function as it will enable users to view the full report, just with the relevant slicer settings applied. Users can then change slicers to access unfiltered report. This is better as currently end users are unfamiliar with use of the filters pane and we don't want to have to explain that there are two places to set filters (slicers and filters pane).

This would be a great solution for moving between PowerApps and PowerBI. The current integration isn’t 100%

Yes please. This seems so obviously preferable to me I that I am surprised it doesn't already work this way! I really don't expect users to use the filter pane. I want to be able to construct a url so that users can land on the dashboard with particular set of slicer selected, but can then explore the data further by adjusting the slicers.
For information, our scenario is that we have a search app that generates report urls on the fly as search hits. I think it's pretty cool that we can direct users to a particular view of the data from search... but currently it is let down by the fact that when they get there, they can't understand how to use filters.
