The purpose of this is to use Dynamic Distribution lists to be added to PowerBI Apps so that the users within that Dynamic DL will be able to read the reports. The requirement for Dynamic DL's is because when you have 700+ people who should be in the group the management of this DL size becomes quite cumbersome on the owner. Although it is possible to add individuals to access a PowerBI App this is not best security practice as the Office 365 account does not automatically get shut down
