This is major upgrade Microsoft needs to do:
Saving reports in Power BI Desktop needs to have following possibilities: Save Dataset and/or Report in separate files. So, you can later publish either DATASET or Report separately. This way we can write multiply reports on the same Dataset. That will create possibility to have reports with less tabs and only one DATASET for multiply reports. This will also create less problems in maintaining DAX functions within only one DATASET and automatic refreshing will be much easier.
Above solution will create opportunity to download reports created in Power BI Web sites to desktop. Before Power BI Desktop writer became as good as it is now many users created reports on Power BI Web platform and now are left in limbo without possibility to bring those report to desktop Power BI writer.
This will also give Power BI users possibility to use reports offline if there is no viable internet connection as well.

This is already possible, but not quite easily understood. Create rpt1 in PBI desktop. Publish to the PBI Service. It creates rpt1 as both a report and dataset. Delete the rpt1 report in the PBI Service. Now you only have rpt1 as a dataset in the PBI Service. Open PBI Desktop. Connect to the rpt1 dataset in the service. Write your report. Publish the report to the service. The connection between the new report and the same dataset is retained, achieving what you want.

I would suggest doing like Access. Have a Split button that enables splitting the pbix file in to front end and back end.

Since pdbi desktop basically is combination of access/excel and powerpoint. I expect it should not be too difficult.

This is so important to have. I am maintaining reports in separate tabs of my pbix file to allow for a desktop file. This is getting frustrating to maintain also not as intuitive for my end users

This is really necessary if PowerBI ever wants to be a real 'Enterprise' tool. It is possible in the Service, why not on PBI desktop.
