Don't allow a user with the role of Connection Creator in PPAC, to create data sources in Power BI Service.
When a user needs to create a connection in Power Automate using Data Gateway, the admin have to granted with Connection Creator in a Data Gateway. But this role, enable to the user to create any data source in Power BI Service.
