This is rather two requests in one thread.
1. Ability to retrieve who the current dataflow owner is.
2. Ability to modify and take over ownership of dataflow.
Power BI REST API Enable/Disable Refresh Remember Failure Notification Contacts
Issue: When disabling and enabling scheduled refresh via the API, the users configured for notifications are not persistent. Recommended Solution: Either allow to configure within the payload or to persistently remember setting when enabling / disabling scheduled refresh.
