Function to convert timezones by name for zones with variable offset
The DateTimeZone.SwitchZone(...) function requires you to set a definitive offset to convert between timezones. This is problematic since,in some timezones (e.g. CEST), there are summer time and winter time and hardcoded offsets would have to be changed twice a year for such countries.
