Currently, only the person controlling the PBIX in PBI Desktop can author a DAX measure, but this conflicts with the self-service-BI concept of having power users author their own reports off of a centrally controlled dataset--when the dataset is of sufficient complexity it becomes cumbersome for the PBI dev to implement every functional expert's requested DAX measure.
Request the ability for anyone who can author a report in PBI Service to also create a DAX measure on their report only. Since DAX computes based on report interactions against the static model it shouldn't be necessary to edit the static model to change/add a measure.
