Change Deployment Pipeline Dataset Rules to take effect when applied

When using the deployment pipeline, you can configure a dataset rule to change the connection string to an AAS server when deploying to the next workspace. This only takes effect after it has been setup, by then you will have deployed the content to the target workspace and it still retains the original connection string. I would like to update the dataset with the new value after the rule has been configured and not to have to redeploy the content a second time, it seems counter intuitive unless the content is already there to have to do this.
