Deployment Pipelines to Allow Data Source in Deployment rules for GCP/ cloud sources

Currently Deployment pipeline does not allow to create Deployment Rules for Google Big Query and many other Cloud source systems. This is a critical requirement as more than one Data Source Service Accounts are usually used for different environments.

Power BI also has a limit to use only one service account for Google Big Query at the Dataset level. the is a huge drawback for many cases and should allow multiple Service Accounts to be used for different Datasets for the same GCP/cloud source system.
