improve map hover behavior and mouse cursor

The native Power BI map visual which displays bubbles or heat for data points does not change the mouse cursor when you hover over the map. Most visuals display a hand cursor; over the map the cursor remains an arrow.

Also, data points on the map should be more responsive. If you hover over a circle, it should change color; and when you click it, it should better emphasize (like with a different color) which data point was clicked. The current behavior is to slightly dim the data points that aren't clicked -- this is too subtle to be effective.
