    Add ability to create multiple pipelines to the same production workspace

    We'd like the ability for multiple teams to be producing datasets and report content for their users and then the ability for a pipeline admin to select and to roll-up certain valuable data and artifacts into a single workspace (to create an app). However, a workspace can only be selected exactly ONCE in all pipelines.


    Perhaps the solution is to have a single pipeline, with a single "Prod" stage, but to be able to add multiple DEV and TEST stages?
