Bring Copilot to lower Fabric SKUs for Small-Medium Businesses previously on Power BI Pro

Power BI Copilot requires an F64 or P1 or higher SKU. My company is not able to afford the entry pricing for an F64 or P1 tier. We currently use Power BI Pro / Shared Capacity for all users and are looking to move to a lower-tier Fabric SKU. I would like to see Copilot become a separate add-on on a per-user basis.

This would need to be on a per-user add-on rather than via PPU capacities, as PPU Workspaces are inaccessible to Power BI Pro / Shared Capacity users, resulting in a separation of who is able to view report artifacts. In addition to this, Copilot should be a per-user add-on as I believe it is a client-side (user) feature rather than a capacity feature, so does not logically fit being limited to specific capacities.
