Since the June 2023 version of Power BI desktop was released, you are no longer able to reorder fields in the filter pane. This issue is in Power BI desktop and Power BI service. You must delete the field and readd it in the correct location, but sometimes it still doesn't allow you to add where you want.
Please fix this.
