I would like to be able to have two filters where either one can be true, so the filter pane looking like this would allow those records that contain either Industry = "Transportation - Rail" OR Work City, State = " Cincinatti, Ohio". Currently, this filter will only show records that are Rail AND Cincinatti.

You can do this using advanced filtering.
