Make it easier to create dynamic field groupings without a table

I am trying to convert reports over from Jasper because it is much easier to create multiple data source connections, but it seems nearly impossible to cleanly recreate the grouping of data that is easily achieved in Jasper.

I am creating reports based on Epics, Features, and User Stories. I would like each Epic to group all of its features, and each Feature to group all of its Stories in one single column for a printable report. Trying to recreate this with the table matrix in Power BI Report Builder is resulting in a mess of Column/Row groups that either gives me a bunch of blank space at the end or simply does not line up the information. Make it easier to make group sections on the report without forcing users to create an overly complex table.
