Add Back the Restart Capacity Button for Gen2 Capacity in PowerBI

We need the restart capacity added back for the Gen2 capacity in PowerBI just like it was available for Gen1. In the event of poor or slow performance we need a way to stop the capacity and clear out the backlog and queue. In the past for Gen1 we had a simple restart the capacity button that seemed to work but that is not available in Gen2 and we need to have it added back. If it is not possible to add back the button we need another method to restart our capacity so that we can better manage our tenancy and improve performance for all of our customers
