BPA Ruls: Allow Tabular Editor to correctly read model.bim file out of Power Bi project

Hello,

when running the BPA rules recommended via Microsoft Learning, tehe is alwasy an issue with the rule 

ID": "PROVIDE_FORMAT_STRING_FOR_MEASURES",

  "Name": "[Formatting] Provide format string for measures",

Because tabular editor can not correctly read the model.bim file. the format string is always empty when openning with Tabular editor.

Therefore i have to edit the severity of the rule so my pipeline does not always stops with an error.

It seems that there also other erros when trying to edit th model.bim with tabular edi
