In Power BI Desktop it should be posible, before publishing the file to the service, to mark some pages as "do not publish" or hide them for publishing. This way we can have some safe hidden place to draft new ideas or a repository of charts to copy to the pages that will actually be published.
The place to put this functionality could be the contextual menu that appears when right clicking the page name (now it shows "Duplicate Page" and "Rename Page". New option could be "Do not Publish")

You can hide pages so consumers of your report won't see them. Learn more about this feature on our blog: https://powerbi.microsoft.com/en-us/blog/power-bi-desktop-january-2018-feature-summary/#hidePages

RE: Ability to mark some pages as "Do not publish" in Power BI Desktop
I do this.
However, what I do is just add an image over the top which can be removed when it is ready to be published.
