Add option to update reports copied from main report published when re publishing

Business User Case:

We have a central workspace that holds all data sets and then workspaces by department.

Access is handled for each workspace and on each dataset and copies of the reports in the dataset workspace are copied to the appropriate department workspaces that require access.

Issue occurs when republishing changes to a power bi report to the data set folder it only updates that report, i cannot automatically update the reports that were copied from that main report. Additionally, it is impossible to download reports that were saved as off the original (i.e. i have a sales report that was copied, some user made changes and we want those changes reflected in the main PBIX file, cannot download those report changes to a PBIX to unify the experience.
