Prevent personal bookmarks from overriding developer filters

Users can create a bookmark, later override filters that a developer changes. This can lead to incorrect data being displayed. Report developers should be able to stop users from changing some filters.


Example: Last year I published my report, showing a bar chart visual titled 'Sales this year' with a filter of Year = 2021. A user filters it to her chosen department, and saves a personal bookmark.


This year, I update the report and change the filter on the visual to Year = 2022. Now the default view of the report will show 2022. But if the user uses her bookmark, the filter on the visual changes to Year = 2021.

The user receives no notification that the year is different than labelled.


There is no way of stopping users from changing these filters. Even the 'lock' filter option doesn't stop them.


From a developer perspective, I have to either only use a measure in the visual (potentially forcing me to create dozens of extra measures for various uses and update them each year) or I have to turn off user bookmarks.
