Power BI should have a Lite License for people that only consume dashboards or reports every now and then. This is for people that don't create reports but need to see the dashboards and may need to use the "report level" to be able to export output to PowerPoint (since you can't export the dashboard to PowerPoint but can only do it at Report level).

With the introduction of Power BI Premium earlier this year, there are now two licensing options for Power BI: Power BI Pro and Power BI Premium. This provides the flexibility to select the model that best meets the needs of individual users and entire organizations – whether that’s equipping users with access to self-service BI, broadening the reach of BI content for users occasionally viewing dashboards and reports, or elevating storage sizes, increasing refresh rates and introducing other performance capabilities based on workload requirements. The right choice, Pro or Premium, depends on your particular situation. We've been listening to your questions on UserVoice, the community, and other forums about what option to choose, and have developed a FAQ on our blog that answers the most common questions. Check it out at https://powerbi.microsoft.com/en-us/blog/power-bi-pro-power-bi-premium-flexibility-to-choose-the-licensing-best-for-you-and-your-organization/.

RE: Power BI Lite License
SMEs need this option or will move away from PBI
RE: Power BI Lite License
This is a huge issue and the lack of communication/acknowledgment from the Microsoft team is disheartening, to say the least. You are turning away the very community that helped support and test this product while in the very critical development phase. For SME's or those consulting, the premium service price tag just priced power bi out of the market.
RE: Power BI Lite License
I'd been good with paying more for the Pro license to finance a low cost or free lite license for view only. The move to Pro licensing for sharing has greatly curtailed our use of Power BI. The vast majority of our Power BI users are infrequent, view only users. It's hard (or pretty much impossible) to justify a full Pro license for them.
RE: Power BI Lite License
According to the site below, Power BI penetration within an organisation runs at less than 15% and that includes Free version. This figure gels with my own experience. Therefore, you would need an organisation size of at least 30,000 people (more realistically 50,000) to make BI Premium pricing worthwhile. I think many would be happy with the Premium functionality without necessarily requiring the dedicated node.

Yes, also for thos that just want to PRINT the report!
RE: Power BI Lite License
We are stuck in an awkward state where we have a Power BI dashboard we want to share with partners (external users), but they need a pro account to view it. We would gladly pay on our end for their access, but we can't assign a pro license to their external user. Asking a partner to pay a subscription in order to consume our reports is far from ideal. Right now, as far as I can tell, there is no solution for this use case.

Much needed
RE: Power BI Lite License
This would be huge. There are some companies who cannot, will not spend that kind of money on even something this great. I understand the argument about "polishing up your resume... " and moving on - that is fine if you don't mind jumping around to different jobs. However, for the actual loyal people who are trying their absolute best to better their company because they believe in the company they work for, those moderate or small companies, this license would allow the ability to start with something tangible and scale up as opportunity and demand allows. And, demand would grow... Power BI is not a dying breed and it is pushing the envelope of what can be achieved by anyone having a desire for better data and better analytics!
RE: Power BI Lite License
Really need this. We have developed various dashboards for customers but they now require a Pro License just to view them. At 10 euro p/m per user this prices it out - will now have to look elsewhere - shame, really liked the product.
RE: Power BI Lite License
Personaly I don't really care if the price is lower or not (but would be nice ofcourse), but we critically need a "read but not write and not download and not manipulate" license/setting.
