Report-level measure in Power BI SERVICE

Add the ability to create Report-level measure within Power BI Service. This will allow to reuse even better a shared dataset without making several copies of it.

This function would be absolutely useful and basically the possibility to create measures in the Power BI service is already available. In the new Power BI Datamarts function, measures can be defined in the Power BI Service. This functionality would therefore have to be transferred to Power BI Reporting in the Power BI Service.
