Currently, sharing Power BI reports across tenants between businesses is limited in functionality. You can only see the external reports shared with you on your Power BI Home page and do not have access to the underlying dataset for ad-hoc Power BI report building or Analyze in Excel. I have heard from many SaaS, service, and highly collaborative businesses in their desire to not only share reports with their partners/clients, but would like to "drop ship" a workspace in their partner/clients Power BI Service with assets they can manage while allowing full-featured capabilities as if it were the partner/clients own.

I propose being able to share a Premium capacity workspace across tenants (B2B) with the ability to see and interact with both internal workspaces and external workspaces in my Fabric Power BI GUI. It would be helpful to be able to allow the Premium capacity of F64 or P1 and beyond to allow external users to view reports without a Power BI Pro license where the originating sharer foots the bill.

I would like to relate this idea similar to cross-tenant collaboration in Teams for shared channels: Collaborate with external participants in a shared channel (IT Admins) | Microsoft Learn

I would expect a B2B direct connect type setting to be required to give this level of cross-business collaboration.
