Access OneLake data on a paused capacity

Please make it possible to access OneLake data which resides in a workspace which is not assigned to an active capacity.

This will make it easier to pause capacities.

Here's what I want to do:

I have a workspace wA which is assigned to an active capacity cA. I want to read and write OneLake data in another workspace wB which is not assigned to an active capacity.

I want to use the compute on my active capacity cA to pay for the OneLake transactions.

Suggestion: Bill all OneLake transactions to the "calling" capacity, i.e. the capacity which wants to use the data.
