Admin Portal 'Users can use Copilot For Reports' without allowing ability to create all Fabric Items

I know this feature is in preview, but having 1 Admin Portal setting, that only allows all or nothing (Tenant settings > Users can create Fabric items) , when it comes to exploring Features within Fabric is not flexible enough.

It is very plausible that you would want all users in an Enterprise Organization to have access to interact with Copilot to ask questions of a report in Power BI Service, however you would not want all users in an Enterprise Org to be able to create Data Warehouses or Lakehouses if they have a Pro License.
