Fix Matrix visual issues when stepped layout is removed

Many of my users want matrices in Power BI to function the same as pivot tables in the tabular format. I've achieved the same look by removing the stepped layout in the visual. However, I have noticed two issues when doing this:

1. When you remove the stepped layout you are given two row header columns. However, you cannot sort by the second column.
2. The banded rows are not applied properly to the first column which is left with a solid background which is visually unappealing. The banded row effect can be removed from the second column which looks better, but is not the desired result.
