Conditional Formatting Rules Legend in Published Report

There needs to be a way to display the conditional formatting rules applied to values in a visual from a report viewer's perspective. It's easy to see the rules in desktop when configuring the conditional formatting but once the report is published there's no way to see why a value is conditionally formatted a certain way.

There needs to be a way to display the conditional formatting rules in either a legend or a tooltip once the report is published. Conditional formatting is extremely valuable but lacking a feature to easily display the rules in a published version makes it much less intuitive to understand from a report viewer perspective.
