It's very dissapointing that this is unavailable to Pro license. I work for an SME that is still very oriented toward viewing data in a pdf tabular style. Being able to migrate my SSRS to PowerBI would be a great way to centralize my reporting and help push my users towards analytics dashboards. I would never get the spend approved for Premium, we spend less on all of Office 365 combined.

Have been evaluating Power BI for the past week... this is a deal breaker.

I think this is a must to have feature in Power BI for all versions. I saw other BI tools and I found out that this feature is available.
I work for SME organization and we create reports that are in the form of tables or matrix. My organization started evaluating Power BI to be the standard tool (since we have O365). Now that we realized that this feature is not supported, we started to consider other solutions such as Tableau and QuickSense.

Our finance team likes Power BI but cannot use it much for month end as most of their reports need to be exported to Excel for adding narratives and also cutting a few different ways. We currently generate these base templates using SSRS... would love to wrap our entire reporting suite into just Power BI as it will also allow us to shift from our remaining on-prem reporting software (SSRS/SQL, VM etc.)

the current pricing model with minimum A4 capacity puts paginated reports out of the reach of smaller ISVs who would like to embed into their application but cannot due to the fact that its cost prohibitive.
we will need to look at alternatives such as Telerik Reports as a result.

Paginated Reports as a Premium-only feature is incredibly contradictory to Premium's core feature set which seems geared towards capacities and server performance. From Microsoft's own PowerBI blog:
"Power BI Premium increases capacity limits and provides consistent performance, extending deployments with larger storage sizes, higher refresh rates, isolation and other performance capabilities in the future (e.g. pin to memory, read-only replicas, geo distribution)."
The blog goes onto describe other server-related enhancements as well as on-premise reporting. Paginated Reports feels like an afterthought in Premium for the express purpose of putting it out of reach of smaller organizations.

For small or medium organizations are more expensive.
