Relative time filter always works UTC+0 and doesn't care about the local time zones (neither app nor pc).
Quick example:
Assuming you are in UTC+3 time zone, and the time is 15.00 as well as all the data. When you filter "in this hour" it filters 12.00 data, because in UTC it's still 12.00.
