More control in filter pane - end users able to adjust filters but unable to remove them

When setting up a report we can now choose which filters will be displayed/hidden/locked on the filter pane. Excellent!! However, it is still possible to remove the filter by the end user by hitting "x". By clicking reset to default all filters will reappear. However not every user will get this directly or they can be removed accidentally. It would be a great feature if there was an option where we can select whether the filters displayed on the filter pane should be removable or not by end users.
